Frank served in the Minnesota House from 2004 to 2008 as a DFL representative from Bemidji. He served on both the Environment Policy and Environment Finance committees and was a consistently strong voice for the environment. He helped craft legislation that put the successful Clean Water, Land and Legacy Amendment on the November 2008 statewide ballot.
Prior to serving in the Legislature, Frank taught Environmental Studies at Bemidji State University. After leaving the Legislature in 2008, Frank received a Bush Fellowship to study outdoor education issues, specifically focusing on how to better engage young people in outdoor experiences and conservation issues. He has a B.A. from Carleton College and an M.A. from the University of North Carolina. Frank and his wife Sherri currently live in Hovland on the North Shore where they have a racing sled dog kennel of thirty eight dogs. Frank works as a climbing, sea kayaking and climbing guide.
