PostBulletin: Our View: Constitutional amendments still no way to govern

The Post-Bulletin Editorial Board has never concealed its antipathy toward the idea of legislating through amendments to the Minnesota Constitution. Indeed, on Oct. 24, 2008, we urged voters to reject the Clean Water, Land & Legacy Amendment. Among the arguments we offered was our fear that “allocating funds through the constitution will tie the hands of the Minnesota Legislature for decades to come.”
