Special session bonding bill for capital projects including clean water infrastructure, tax relief for farmers, funding for low-income housing and supplemental general fund spending | HF 1

HF1 included $1.36 billion for general obligation bonds, tax relief for farmers, funding for low-income housing and $31 million in supplemental general fund spending. The largest share of investments went to the Department of Transportation ($327.6M), however numerous appropriations will impact agencies involved in Minnesota’s environment and natural resources including:

  • $269.1M for the Public Facilities Authority (PFA)
  • $104.4M for the Department of Natural Resources (DNR)
  • $59.5M for the Minnesota Pollution Control Agency (MPCA)
  • $24M for the Board of Water and Soil Resources (BWSR)
  • $13M for the Minnesota Zoo

The large investments in the PFA will help many communities improve and replace outdated or unsafe wastewater and drinking water infrastructure. Specific investments were made to help restore the Minnesota River in Mankato, protect important riparian habitat in the Conservation Reserve Enhancement Program, and help the Met Council reduce inflow and infiltration. The DNR received help for dam replacement, asset preservation, and flood mitigation and the MPCA received investments to help clean up toxic waste sites and to improve electric vehicle charging access across the state.

Status

The bill passed the Senate and the House and was signed into law by Governor Tim Walz.

What a yes means

A “yes” vote means funding created to allow critical infrastructure projects to move forward.

What a no would have meant

A “no” vote means critical infrastructure projects are put on hold.
