HF 7 is Minnesota’s 100% Clean Energy Bill, a landmark initiative to help our state reach 100% carbon-free electricity by 2040. 

The bill requires all Minnesota electric utilities to use only carbon-free energy by 2040. Carbon-free energy may be produced by sources like solar, wind, hydroelectric, and nuclear power. The plan sets five-year benchmarks to ensure reliable, affordable electricity to Minnesota residents and businesses:

  • 80% by 2030 (60% for non-public utilities
  • 90% by 2035
  • 100% by 2040

HF 7 also provides provisions to streamline siting and routing for clean energy systems and updates definitions for renewable energy sources. Upon enactment, Minnesota would join 21 other states in creating 100% clean energy standards or goals.

Status

The 100% Clean Energy Bill, passed the Senate and the House and was signed into law by Governor Walz on February 7th, 2023. 

What a yes means

A "yes" vote transitions 100% of Minnesota’s energy to carbon-free sources by 2040.

What a no would have meant

A "no" vote does not move Minnesota toward 100% carbon-free energy by 2040.
