About this Legislation

HF2563 is the Legacy Omnibus Bill for Minnesota’s dedicated Clean Water, Land, and Legacy funding. It includes annual appropriations from the Lessard-Sams Outdoor Heritage Fund, and biennial spending from the Clean Water Fund, Parks and Trails Fund, and Arts and Cultural Heritage Fund.

Approved by voters in 2008, the Legacy Amendment increased the state’s sales tax by three-eighths of one percent to support the protection of Minnesota’s public lands, waters, environment, and cultural history.

Status

The House approved the Legacy Omnibus Bill on May 18, 2025. It was also approved by the Senate and will be signed into law by Governor Walz.

What a yes means

A “Yes” vote means approving the recommendations of the Clean Water Council and Outdoor Heritage Council to invest in projects protecting Minnesota’s lands and waters, as well as appropriating funds to support Minnesota’s environment and the arts.

What a no would have meant

A "No" vote means rejecting the recommendations of the Clean Water Council and Outdoor Heritage Council to fund projects protecting Minnesota’s land, water and environment, and withholds $777 million in investment across the state previously approved by Minnesota voters through the Legacy Act.
