This legislation contains several key provisions to clean up Minnesota’s water, land, and air. Chief among these is the Packaging Waste and Cost Reduction Act, which will establish an Extended Producer Responsibility (EPR) program to make manufacturers responsible for using more recyclable, reusable, and compostable packaging materials by 2032. Other provisions include an Outdoor School for All program, the Critical Materials Recovery Advisory Task Force, community tree planting grants, funding for cleaning water contaminated by PFAS and nitrates, a policy to allow the DNR to grow the northwest elk heard, improved disposal of plastic boat wrap, and more.


The House and Senate approved the environment supplemental budget omnibus bill and it was signed into law by Governor Walz.

What a yes means

A “Yes” vote means Minnesota will begin to reduce our waste stream and make new investments in clean drinking water projects and PFAS remediation, community tree planting grants, and more programs that protect and preserve our natural resources.

What a no would have meant

A “No” vote means important policies are not adopted to clean up Minnesota’s waste stream, and investments in clean water drinking projects and tree planting for communities across the state are denied.
