About this Legislation
Chief Author

Clean Cars Minnesota is an initiative to tackle climate pollution and decrease Minnesota’s emissions of greenhouse gases. These vehicle emissions standards will reduce transportation pollution from new cars and light-duty trucks and increase the number of pollution-free vehicles for sale. This amendment seeks to end the MPCA’s ability to implement these rules and to preclude any future use of emission standards for motorized vehicles and equipment.

The A12 Amendment was ruled “out of order” on a lack of germaneness, meaning that the amendment attempted to introduce an issue not included in the underlying bill, rather than amend existing language.

Status

The amendment was ruled out of order. The ruling was upheld and language prohibiting the implementation of Clean Cars Minnesota was not included in the House Environment & Natural Resources Omnibus bill.

What a yes means

A "yes" vote upholds the ruling of the Speaker, declaring the amendment “not germane” and allows the MPCA to continue implementing emission standards for motorized vehicles and equipment.

What a no would have meant

A "no" vote rejects the ruling of the Speaker, continues debate about the MPCA’s ability to set emission standards for motorized vehicles and equipment.
