SF 20 is the environmental policy and finance budget legislation for the 2021–2022 biennium.

The Environment & Natural Resources Omnibus Bill provides for the management of Minnesota's environment and the funding of the managing agencies and programs, such as the Department of Natural Resources, the Minnesota Pollution Control Agency (MPCA), the Environment & Natural Resources Trust Fund, among others.  SF 20 provides adequate funding increases requested by state agencies and passes current and backlogged Legislative-Citizen Commission on Minnesota Resources (LCCMR) recommendations for constitutionally dedicated conservation funding. In addition, SF 20 creates multiple policy changes, including increased protections for the gar fish, a ban on the intentional use of PFAS in food packaging, and new provisions included in the MPCA Lands Bill. However, SF 20 does not include several environmental priorities, including environmental justice cumulative analysis, climate resiliency grants, PFAS and landfill cleanup provisions, and chronic wasting disease policy mechanisms.

Status

SF 20, the Environment & Natural Resources Omnibus Bill, was passed and was signed into law by Governor Walz on June 29.

What a yes means

A "yes" vote passes SF 20, agencies and programs like the DNR, MPCA are funded, and initiatives like banning PFAS in food packaging and increasing protections for gar (a kind of fish) are implemented.
