This is the annual appropriation from the Environment and Natural Resources Trust Fund to the projects recommended by the Legislator Citizen Commission on Minnesota Resources (LCCMR).  LCCMR recommends research projects and various projects across the state that protect and enhance the environment. Projects include issues addressing clean water, outdoor education, resiliency, fish and wildlife, parks and trails, and more. This bill also approves a second round of funding for the new Community Grants Program, which helps smaller, more diverse groups access ENRTF dollars through a new DNR grant process.

Status

The House approved the ENRTF finance bill on May 14, 2026. It was then sent to the Senate, which passed the bill on May 14, 2026. The bill was signed by Governor Walz on May 18, 2026. 

What a yes means

A “Yes” vote means approving the funding recommendations of the LCCMR and sending over $100 million to 109 projects across the state, supporting the environment through work on clean water, fish and wildlife, lands, outdoor recreation, and more. It also approves another $28 million for the newly established Community Grants program, which helps increase access to ENRTF money for smaller groups and projects.

What a no would have meant

A “No” vote means rejecting the recommendations of the LCCMR, and denying over $100 million in funding to 109 projects across the state to support the environment. It also denies a second round of funding to the new Community Grants program, which increases access to ENRTF funding for smaller groups and projects.
