HF 1531 removes the expiration date on Minnesota’s crossbow hunting and fishing allowance, making the use of crossbows during designated hunting and fishing seasons permanent under state law. Right now, people can use a crossbow during regular archery seasons for deer, bear, turkey, carp, and rough fish. But that law is set to expire in 2026. This bill removes the expiration date so the allowance continues going forward provided they follow existing transportation requirements and licensing regulations. Crossbows must also continue to meet the equipment standards established in Minnesota law. 

While the bill does not expand the species that may be hunted or fished with a crossbow, it permanently preserves access to crossbow use for hunters and anglers across the state. Supporters argue the legislation increases accessibility for older Minnesotans, individuals with disabilities, and others who may face challenges using traditional archery equipment, while maintaining participation in outdoor recreation and conservation activities. 

Status

The House approved, and Governor Walz signed the bill into law on May 5th, 2026.  

What a yes means

A “Yes” vote means permanently authorizing the use of crossbows during Minnesota’s designated hunting and fishing seasons by removing the current 2026 expiration date, maintaining accessibility to outdoor recreation for hunters and anglers across the state. 

What a no would have meant

A “No” vote would allow Minnesota’s current crossbow hunting and fishing rules to expire in 2026, ending the permanent authorization of crossbow use during designated archery seasons.
